Preheat oven to 350F. Line a 9×9 baking pan with parchment paper. Combine wet ingredients in a blender and puree until smooth. Combine all dry ingredients in a separate bowl and stir until evenly mixed. Add wet to dry, folding to mix. Pour the blended mixture over the parchment paper into the pan, sprinkle topping sugar, and bake for 30 minutes in the center of the oven. At the very end, broil from a distance of 8-10 inches to caramelize the sugar on top. Cool, then slice into 12.
